SIBUR Holding’s Board of Directors note a management initiative to buy-out a controlling stake

April 22, 2008, at a board meeting of SIBUR Holding JSC (“SIBUR”), a group of SIBUR managers led by Dmitry Konov, President of SIBUR, announced that they were interested in buying the SIBUR shares which belong to Gazprombank JSC.

The Board of Directors agreed that this group of managers will temporarily stop acting in their current roles while the proposal for the shareholders is prepared and any potential negotiations are undertaken. Anatoly Ezhkov, Vice President for Security and Government Relations, was appointed as temporary President for this period.
