In 2010 consumption of plastic and synthetic pitches per capita in Russia made 43,2 kg/pers., 27,5 kg/pers. of them a.o. own manufacture and 15,7 kg/pers. a.o. import. The brake of strategic development of polymeric business and realization of import substitution policy are low rates of development of the raw materials source (ethylene, propylene). For example, during the period till 2012 capacities on ethylene manufacture in Russia, predictably, will make 3,4 million t/year, in China – 15 million t/year, in the countries of the Near East – 30 million t/year. Gas-chemical complex development strategy, focused on extraction of the raw materials source and their primary processing is impractical. The extensive discussion by the chemical business community of the developed «Plan for oil-and-gas chemistry development in Russia for the period till 2030» thereupon is required.
